When the Municipality of Halmstad decided to renew its information environment, it marked the beginning of a transformation journey that would impact the entire organization. The previous solution no longer met the requirements for security, efficiency, and regulatory compliance. “We needed to show that there were risks in staying with the old, while also proving that the new solution could meet our high demands,” says Johanna Olin, System Administrator at the Municipality of Halmstad.
Together with Microsoft partner Onevinn, concrete scenarios were developed to test both technical and legal aspects. Every item on a long list of requirements had to be checked off before the project could move forward.
“Onevinn’s expertise was absolutely crucial for us to demonstrate that the solution worked in practice,” Johanna continues.
Implementation with Collaboration in Focus
Once the decisions were made, the real work began: the largest information migration in the municipality’s history. Here, change management and collaboration between departments became just as important as the technology itself.
“Technology enables us to work both simply and securely, but it relies on everyone taking responsibility,” says Peter Meiton, Technical System Administrator. “We wanted to create confidence: if something can be done in a certain way, employees should know that it is the right way.”
With the new solution, employees can collaborate in shared workspaces, work more flexibly, and trust that the systems protect both information and working methods. The municipality now has stronger protection against advanced digital threats, clear guidelines for information management, and the ability to begin adopting new technologies such as AI in a controlled way.
Results That Make a Difference
The change has strengthened security, but also delivered concrete everyday benefits. Old systems and files that were no longer needed have been cleaned out, reducing vulnerabilities and simplifying work. With improved oversight of information, needs can be identified in time, and the right training or investment can be deployed where it makes the most impact.
“It’s not just about protecting ourselves,” says Peter. “It’s about creating the conditions to grow and develop.”
